ZWPSL Establishes Independent Disciplinary Committee to Elevate Women Football Standards 

IN a move to reinforce professionalism and integrity, the Zimbabwe Women’s Premier Soccer League (ZWPSL) has inaugurated a five-member independent disciplinary committee tasked with overseeing match-related disputes and disciplinary matters during the upcoming Premiership season. 

The temporary panel, comprising three retired referees and two legal experts, will operate under Article 47 of the ZWPSL statutes, which permits the executive board to form ad hoc committees for specialized, time-bound duties. The committee’s mandate includes investigating incidents, conducting hearings, and imposing sanctions to ensure consistent and impartial rulings. 

Retired referees Ruth Leonard, Neria Tembo, and Phinias Takayedza bring decades of on-field expertise to the table, while labor law specialist Richard Zinhema and Titan Law associate partner Valentine Masaiti contribute legal acumen. 

ZWPSL Chairperson Theresa Maguraushe emphasized the strategic selection of members, stating, “Former referees offer critical insights into the sport’s rules and contexts, free from active involvement to avoid bias. Meanwhile, legal professionals ensure decisions align with both football regulations and judicial standards.” 

Maguraushe highlighted the committee’s dual focus: addressing immediate disciplinary cases and safeguarding the unique cultural landscape of women’s football. “Women’s football faces distinct challenges, including systemic sexism and unequal treatment. This committee is equipped to foster fairness and respect while upholding accountability,” she added. 

The panel’s creation underscores the league’s commitment to merging sporting integrity with legal rigor, aiming to bolster trust among players, clubs, and stakeholders. Its rulings will adhere to guidelines set by FIFA, CAF, COSAFA, ZIFA, and the ZWPSL itself, ensuring alignment with global and local standards.
